Texas passed the “Coach Kennedy” law (SB 965) in early 2025, protecting the free speech of educators throughout the state.

SB 965 is named for Coach Joseph Kennedy, who was fired from his job for praying at the 50-yard line after each of his games. Though Kennedy prayed alone to start, eventually he was joined by players and members of the community. When he was asked to stop, and refused, the district refused to renew his contract. Kennedy sued, and his case went all the way to the U.S. Supreme Court, which sided with him 6 – 3, setting the precedent of freedom of religion and speech throughout public spaces within the U.S.

In Texas, the Coach Kennedy bill “protects the rights of teachers, coaches, school district staff, and all public employees to engage in religious speech or prayer while on duty,” according to an email sent by the Pro-Family Legislative Network to Poll2Action. ““Players, coaches, principals, superintendents, lunch ladies and many more people don’t have the opportunity to have a moment of prayer in public school,” Coach Kennedy said when testifying in support of SB 965, according to the First Liberty Institute. “That’s un-American. That’s not what the First Amendment says. This bill rectifies that.”
