Oklahoma legislators passed SB 1027 in May, sending it through both the Senate and House. It is now expected to be signed into law.
The bill amends the initiative and referendum process throughout the state by adding a handful of key changes to the process, which are said to enhance clarity and integrity, according to Fast Democracy. One of these key changes is to block any out-of-state donations from supporting initiative petition circulations within the state, notes the Oklahoma Voice.
“Why would we sit back and watch these leftist organizations march into our state, change our laws and fight for the status quo so they can continue to do more of that?” said bill sponsor Republican Sen. David Bullard. The law also requires the “gist” of a petition to be written in neutral language with basic wording, including the potential fiscal impact. The Oklahoma Voice noted that the legislation came about following the legalization of cannabis in the state, which was largely led by out-of-state actors and their funding. Other ballot measures that started as petitions include raising the minimum wage and expanding Medicaid, proving the power of using your voice.
