Louisiana Senate advanced a bill in early May that aims to cultivate significant transparency for nonprofit groups that receive public funds.

Senate Bill 245 (subbed for SB 184) seeks to streamline and create a standardized means of applying for, and reporting on state funding, according to The Center Square. “The beauty of it is the data is already being collected by the agencies and the Treasury,” said Sen. Heather Cloud, who sponsored the legislation. “But the problem is, it doesn’t exist in a centralized portal for review.”

The new system would allow lawmakers, citizens, and auditors to evaluate whether or not the state is adequately allocating its funds to the right nonprofits. If it passes, the bill would also stop NGOs from receiving state funds for more than three years in a row without undergoing and passing a performance-based reapplication and review process. “It fosters high-impact outcomes and guards against low-impact investments,” added Cloud. “We’re asking: Who’s getting the money? How much? Where are they from? What are they using it for? And what are the measurable outcomes?”
