California Democratic Gov. Gavin Newsom vetoed a bill in September that has been strongly opposed by technology companies.

The legislation was designed to impose the first regulations around artificial intelligence (AI), according to the BBC. Newsom believed the bill would force tech companies to move out-of-state. “The bill would have required the most advanced AI models to undergo safety testing,” the BBC said. “It would have forced developers to ensure their technology included a so-called ‘kill switch.’ This would allow [organizations] to isolate and effectively switch off an AI system if it became a threat.” The bill would also made oversight a compulsory aspect of development, particularly for the most powerful AI systems.

How Did The Industry Respond?

“AI, as a general-purpose technology, is still in its early stages, so restricting the technology itself, as proposed, is premature,” said Counterpoint Research senior analyst Wei Sun. “Instead, it would be more beneficial to regulate specific application scenarios that may cause harm in the future.”

Newsom has asked the industry to come together to help create safeguards against AI for the public, as well as to develop any potential future legislation. Democratic California State Rep. Scott Weiner who authored the bill said Big Tech is now free to do whatever they want with one of the most powerful technology ever created by man.
