Texas Gov. Greg Abbott signed HB 35 into law in June, creating the framework for a peer-to-peer support network for first responders throughout the state.
The peer-to-peer network must include training for peer coordinator, technical assistance for program development and implementation, and must identify, retain and screen for licensed mental health professionals to help first responders in their line of duty and their self-care. Conservative estimates developed by Gemini (at time of writing) suggest that more than 30% of Texas-based first responders will develop some sort of mental health conditions as a result of their job, including things like depression and PTSD.
Firefighters are said to have even higher rates of mental health disorders, largely due to the significant stress and traumatic experience of their job. A report published alongside HB 35 also detailed how “18 per 100,000 firefighters dying by suicide compared to 17 law enforcement officers per 100,000 deaths by suicide.” EMS workers are 1.39 times more likely than the general public to die by suicide. “H.B. 35 seeks to address this issue through the establishment of a first responder peer support network,” reads the sponsor statement.
